Fuel forecourts (Ex07 – Ex08)

A competency based qualification for those specifically working in the fuel forecourts industry

Fuel forecourts (Ex07 – Ex08)

The CompEx Ex07 – Ex08 qualification has been designed for electrotechnical workers who operate in fuel forecourts. This qualification consists of two units which cover the minimum requirements for safe working practices in these locations.

Attendees

This qualification is suitable electrotechnical personnel who are involved in selecting, installing, inspecting, testing and maintaining the electrical installation, including certified Ex electrical equipment, in locations where gases and vapours can potentially create a hazardous area within a fuel forecourt environment.

Entry requirements:

  • Practicing competent electrotechnical operatives
  • Electrotechnical engineers with previous practical experience
  • Prior CompEx certification supported by employer sponsored letter

Duration

5 days.

Delivery

The 5-day course includes:

  • 3 days of guided learning (theoretical 15-20 hours, practical 6-8 hours)
  • 2 days of assessment

Developed in consultation with industry, this course is relevant for industry operatives and electrotechnical personnel who operate in fuel forecourts, which are uniquely hazardous environments for both workers and the general public due to their ease of access.

Candidates will learn about the safety considerations that should be applied to work areas that contain potentially explosive or flammable atmospheres and the factors that are used to classify their location.

The course also includes instruction on how to read and understand hazardous area certification, labelling and documentation, and informs candidates about the main protection concepts, categories and protection levels that are applied to certified Ex electrical equipment.

The qualification aligns with the industry publication, APEA/EI Design, construction, modification, maintenance and decommissioning of fuel forecourts (4th edition) which is published by the Association for Petroleum and Explosives Administration (APEA) and the Energy Institute, with input from the Health and Safety Executive (HSE).

Successful candidates will demonstrate knowledge and skills to meet the requirements of the APEA publication, commonly referred to as the APEA “Blue Book”, appropriate parts of the IEC 60079 series of standards, and other relevant national standards and directives.

Please note: Hydrogen delivery systems for the refuelling of motor vehicles co-location within fuel forecourts are not included in this course.

Key learning objectives

Candidates that successfully complete the Ex07-Ex08 qualification will be able to:

  • Identify the correct national regulations, directives and IEC standards which are applicable to hazardous locations within a fuel forecourt environment e.g. ATEX Directives, DSEAR and Licensing by the Petroleum Licensing Authority.
  • Identify the correct criteria and descriptors used to classify a hazardous location.
  • Recognise the correct characteristics of common hazardous gases and vapours discussed during the course.
  • Demonstrate an underpinning knowledge of how Ex electrical equipment is certified, including Ex ‘d’, ‘e’, ‘n’, ‘p’, ‘m’, ‘o’, ‘q’, ‘s’, how Intrinsic Safety (IS) maintains its protection concept and how it is to be selected, installed, inspected and maintained.
  • Identify the correct test value readings for the external characteristics of the supply, earth electrode, diverted neutral currents for fuel forecourt installations and equipment.

Qualification details

Candidates who are successful in both the theory and practical assessments will receive a CompEx Certificate in Core Competence.

Assessment:

Assessment is undertaken using both practical assessments and an examination that covers the two separate CompEx units.

Exam

Candidates must undertake a multiple-choice examination that consists of 60 questions answered over 1.5 hours.

Practical Assessments:

Candidates are required to undertake two practical assessments (one per unit):

  • Ex07 (5 hours 45 minutes) – includes installation, high current and earth electrode testing and functional testing.
  • Ex08 (1 hour 30 minutes) – includes use of documentation, inspection, external characteristics testing, earth continuity long lead testing and functional testing.

Applicable industries:

  • Fuel forecourts
  • Independent fuel forecourts
  • Privately owned fuel forecourts

Retain certification

Achieving CompEx core competency is essential for practitioners who work in potentially explosive environments, but competency must be maintained following certification.
